Both Toba Aquarium and Shima Spain Village offer free entry for age 2 and under, and both rent strollers, so you don't have to bring your own. The inner shrine (Naiku) at Ise Jingu has a long gravel path, and a baby carrier is far easier to manage than a stroller — something that's easy to realize only after you're already there.
