A car is the basic way to get around, but the Kintetsu limited express from Nagoya reaches Toba in about 1 hour 40 minutes with no transfers, which is a real relief when traveling with kids. The area is spread out, so having a rental car locally makes it easy to cover Toba Aquarium, Shima Spain Village, and Ise Jingu Shrine without rushing. Both Toba Aquarium and Shima Spain Village offer free entry for age 2 and under, and both rent strollers, so you don't have to bring your own. The inner shrine (Naiku) at Ise Jingu has a long gravel path, and a baby carrier is far easier to manage than a stroller, something that's easy to realize only after you're already there. For the food-stall street at Okage Yokocho, it's more comfortable to visit in the morning and avoid the crowded afternoon.
